Permits and VAT in Valencia
In the city of Valencia, renovation works in a home that do not alter the structure are processed with a declaración responsable (responsible declaration), always filed before the works begin. For maintenance works a descriptive report and an itemised estimate with VAT are enough. If the renovation changes the layout or completely renews the installations, the City Council also requires a technical report signed by a qualified professional, plans of the current and renovated state, a basic health and safety study, a waste management study and the appointment of technical site management. Before filing, the owner pays the urban planning fee and the ICIO construction tax, which is 4 % of the material execution budget.
VAT on home renovation works is 10 % when three conditions are met: the client is a private individual using the home for personal purposes, the home was completed or refurbished at least two years before the works, and the materials supplied by the contractor do not exceed 40 % of the taxable amount. If any condition is not met, the standard 21 % applies.
